Building Regs Part L

The European Energy Performance in Buildings Directive has been amended. In April 2006 the new Part L energy regulations came into force with immediate effect.

In April 2006 Part L of the Building Regulations was amended with four new Approved Documents being released.  The new documents detail the required standards for dwellings, new and existing, and all other new and existing buildings (designated Parts L1A, L1B, L2A & L2B respectively).  These documents are part of the government’s commitment to reduce carbon emissions by 20% below the 1990 levels by 2010 as outlined in the Energy White Paper released in 2003.

All new buildings, both domestic and non-domestic must better a target rate for their annual carbon dioxide emissions.  This exacting target represents a 20% improvement on the standards set out in the Approved Documents released in 2002, requiring serious consideration by designers in the construction industry.  This new single method of compliance replaces the multiple compliance routes set out in 2002, but does however, allow some flexibility to the designer in choosing to improve combinations of the building fabric, plant efficiency and consideration of renewable schemes.

The SAP procedure for domestic buildings has been upgraded to SAP 2005, incorporating lighting energy, renewable and energy saving technology and takes into account the effects of thermal bridging.

For non-domestic buildings, compliance can be demonstrated using the Simplified Building Energy Model (SBEM) calculation tool or through active simulation using approved Dynamic Simulation Modelling (DSM) software.  The latter is often the preferred option for designers as this also provides accurate feedback on environmental conditions, plant loading and operating costs.
